border-box;\">公共卫生安全不再是一个国家或地区自己的事情，已经成为需要全球协作解决的问题。\u003C\u002Fstrong>\u003C\u002Fspan>\u003C\u002Fp>\u003Cp style=\"white-space: normal;box-sizing: border-box;\">\u003Cspan style=\"color: rgb(88, border-box;\">为了再次面对相似事件时，各国能有效预防和应对，世界卫生大会在2005年将旧条例修订为《国际卫生条例（2005）》[2]。并在其中提出PHEIC的定义：“通过疾病的国际传播构成对其他国家的公共卫生风险，以及可能需要采取协调一致的国际应对措施的不同寻常事件”。[3]。\u003C\u002Fspan>\u003C\u002Fp>\u003Cp style=\"white-space: normal;box-sizing: border-box;\">\u003Cstrong style=\"box-sizing: border-box;\">\u003Cspan style=\"color: rgb(88, 89, 89);box-sizing: border-box;\">意思是当前事件情况严重、突然、不寻常或意外；公共卫生影响超出国家边界；可能需要立即采取国际行动\u003C\u002Fspan>\u003C\u002Fstrong>\u003Cspan style=\"color: rgb(88, 89, 89);box-sizing: border-box;\">。影响事件是否构成PHEIC的因素包括：疾病感染病例、死亡病例、传染性、治疗效果、疫区人口密集程度；病情发展速度；是否传出国境；是否需要限制国际旅行及贸易等。\u003C\u002Fspan>\u003C\u002Fp>\u003Cp style=\"white-space: normal;box-sizing: border-box;\">\u003Cspan
